Where can i get pc games cheap so i can resell them. Not ebay. pennys on the doller type of deals?

In the US, the answer is "no way". The big distributors have the market locked up tight. They won't even sell to you unless you have a decent retail presence. The only way I can think of is you buy legit software from Asia, where the prices are MUCH lower to combat piracy, and import them to the US. However, you may want to beware that some of the software can ONLY be sold in Asian countries, while others, such as MMORPGs, may be hardcoded to access only Asian servers, making them unplayable in the US.
Garage Sales and craiglist are great places to start...
