Can someone recommend a reliable PC to Phone application that allows me to make clear and cheap calls overseas?

I'm not interested in Skype and similar PC to PC phone call services. Some time ago I was using Yahoo Messenger but I'm finding this difficult to set up now for some reason. What other free and reliable applications should I consider for cheap calls from my home PC to land line and mobile phones?
