Why Won't My Compaq Computer Start Up?

I have a Compaq desktop computer and its worked before but it just shut down and won't start back up. I can turn it on but after it gets past the Windows XP loading screen with the blue bar that goes across it the screen flashed blue and the whole load-up restarts... help please safe mode doesnt work

3. probably a corruption in you windows data, you will have to reinstall windows.if there is stuff you want on your hard drive, go to best buy and they will put it on a disk.(for a price)
