Can I download a Sega Mega Drive Emulator on an IBM laptop with Windows XP SP2?

I recently stumbled upon a site which is giving a free download of a computer game which was originally released in 1995. I really want to play this game but the website says that before downloading this game, i must first download Sega Mega Drive Emulator on my computer. I have a new IBM laptop with Windows XPSP2 as OS. Is it safe to download this software and this 11 year old game on my new laptop? Please guide me.
